This paper explores the construction and expansion of Gwadar’s port terminal as a central project of the China-Pakistan Economic Corridor. It is situated on the site of Gwadar’s port infrastructure to map the emergent dynamics of negotiation, coercion, engagement, between state, local, and trans-regional actors.
