How do powerful countries, and shifts in the relationships among them, affect global financial governance? I focus on the nature and amount of development finance, including the rise of new creditors such as the Asian Infrastructure and Investment Bank; the assessment of debt sustainability, especially by the International Monetary Fund and the World Bank; and the resolution of sovereign debt crises via the G-20’s Common Framework for Debt Treatments. The prospects for deepening debt transparency in a more fragmented world are explored, and a new measure of transparency is introduced. The talk concludes with a reminder that all aspects of the life cycle of sovereign debt — origination, service, repayment, restructuring and default — involve decisions made by policymakers in an uncertain geo-political environment.

Peter Rosendorff is Professor of Politics at New York University with an affiliate appointment at NYU-Abu Dhabi. He is Director of the NYU Sovereign Debt Network and Director of Research at the Princeton Sovereign Finance Lab. He also served as the previous editor of the interdisciplinary journal, Economics and Politics, and is currently a member of the editorial team at International Organization. He has held visiting positions at Princeton University, University of California, Los Angeles, Georgetown University and University of Southern California. His research interests include the political economy of international trade and investment, the domestic and geopolitics of sovereign debt, hegemonic influence at international organizations, measuring transparency of debt and economic reporting by governments, and the determinants of the anti-globalization backlash.
